Having an open registration system where anyone can see your home address seems like a colossally bad idea.<\/p>\n\n\n\n<p>Any threat to the ability to anonymize&nbsp;<a href=\"https:\/\/www.dreamhost.com\/blog\/beginners-guide-domain-name-registration\/\">domain registrations<\/a>\u2018 contact data is rightfully met with&nbsp;<a href=\"https:\/\/www.dreamhost.com\/blog\/keep-domain-registrations-private\/\">universal criticism<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/forum.icann.org\/lists\/comments-ppsai-initial-05may15\/threads.html\" target=\"_blank\" rel=\"noreferrer noopener\">worldwide derision<\/a>.<\/p>\n\n\n\n<p>In 2013&nbsp;<a href=\"https:\/\/www.icann.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">ICANN<\/a>&nbsp;made major revisions to the RAA (Registrar Accreditation Agreement) that governs registrars\u2019 responsibilities. These changes were so major that we went from hearing from ICANN maybe 2 or 3 times a year to\u2014after 2013\u2014several times per&nbsp;<em>week<\/em>. These contacts almost always involve domain registration disputes or other issues on which we\u2019re required to act.<\/p>\n\n\n\n<p><strong>Related:<\/strong>&nbsp;<a href=\"https:\/\/www.dreamhost.com\/blog\/what-is-domain-privacy-protection\/\">What Is Domain Privacy Protection?<\/a><\/p>\n\n\n\n<p>Registrars like DreamHost are obligated to resolve these issues to ICANN\u2019s satisfaction or we risk losing our ability to register domains altogether!<\/p>\n\n\n\n<p>That brings us to today. 2016.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"500\" height=\"223\" src=\"https:\/\/www.dreamhost.com\/news\/wp-content\/uploads\/2023\/02\/privacyproxy.png\" alt=\"Privacy or Proxy?\" class=\"wp-image-3393\" srcset=\"https:\/\/news.dream.press\/news\/wp-content\/uploads\/2023\/02\/privacyproxy.png 500w, https:\/\/news.dream.press\/news\/wp-content\/uploads\/2023\/02\/privacyproxy-300x134.png 300w, https:\/\/news.dream.press\/news\/wp-content\/uploads\/2023\/02\/privacyproxy-96x43.png 96w, https:\/\/news.dream.press\/news\/wp-content\/uploads\/2023\/02\/privacyproxy-192x86.png 192w, https:\/\/news.dream.press\/news\/wp-content\/uploads\/2023\/02\/privacyproxy-460x205.png 460w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/figure>\n\n\n\n<p>ICANN has recently informed us that, in their view, we\u2019re running a domain registration \u201cProxy\u201d service, not a \u201cPrivacy\u201d service. They make the distinction thusly:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u201cPrivacy\u201d services must show the registrant\u2019s (customer\u2019s) name. Only \u201cProxy\u201d could hide this.<\/li>\n\n\n\n<li>With \u201cProxy\u201d services, the registrar becomes the registrant, or \u201cowner\u201d of the domain, and licenses the use of the domain to the customer.<\/li>\n<\/ul>\n\n\n\n<p>First of all, we\u2019re not familiar with ANY registrars who offer a service where everything is hidden&nbsp;<strong>except<\/strong>&nbsp;the registrant\u2019s&nbsp;<em>name<\/em>. Please tell us in the comments below.<\/p>\n\n\n\n<p>We knew right off the bat that revealing our customers\u2019 names publicly in WHOIS was a non-starter, so we started discussing with ICANN how we could transition our operations to fall under their definition of \u201cProxy\u201d to keep the status-quo for our customers\u2019 WHOIS privacy.<\/p>\n\n\n\n<p>In reviewing how other registrars handle Proxy registrations, virtually all of the ones we looked at have third-party companies listed as the \u201cProxy Provider\u201d. In some cases those providers are entirely separate companies, but in most cases they are a company fully owned by the primary registrar.<\/p>\n\n\n\n<p>It\u2019s notable that presumably the registrant shares some ambiguous, enhanced legal liability for <a href=\"https:\/\/www.dreamhost.com\/blog\/10-legal-questions-online-content-answered\/\">the content of websites<\/a> whose domains it appears as registrant for, which is likely why so many registrars choose to use a third-party or second self-owned corporation as a liability shield.<\/p>\n\n\n\n<p>At DreamHost our Legal and Abuse teams have always gone the extra mile for our customers, erring on the side of customer privacy and respect for their data. We receive hundreds of frivolous and spurious complaints every week and work hard to protect our customers interests <a href=\"https:\/\/www.dreamhost.com\/blog\/lets-encrypt-and-dreamhost\/\">whenever<\/a> <a href=\"https:\/\/www.dreamhost.com\/blog\/dreamhost-joins-i2coalition-in-the-fight-for-internet-freedom\/\">possible<\/a>.<\/p>\n\n\n\n<p>Giving up key decision-making control in these situations was not something we were prepared to do, so using a third-party Proxy Provider (that would become the registrant of all our customers\u2019 domains) was not. Gonna. That lets us keep all implementation and Abuse decisions in-house where they belong.<\/p>\n\n\n\n<p>As a customer with <a href=\"https:\/\/www.dreamhost.com\/blog\/what-is-domain-privacy-protection\/\">Domain Privacy <\/a>\u2026 ugh \u2026 \u201cPROXY\u201d enabled, the most visible change will be one that won\u2019t affect you much at all.<\/p>\n\n\n\n<p>The registrant name that appears in WHOIS will change from \u201cA Happy DreamHost Customer\u201d to \u201cProxy Protection, LLC\u201d.<\/p>\n\n\n\n<p>This will effectively mean that Proxy Protection, LLC is the registrant of the domain. We expect to have all private domain registrations changed over to \u201cProxy Protection, LLC\u201d by October 31st, 2016.<\/p>\n\n\n\n<p>ICANN has chosen to apply this policy very unevenly across the industry. In an attempt to clarify the policy we\u2019ve pointed out to them that nearly all of our competitors offer a domain privacy feature that populates the name field with things like \u201cRegistration Private,\u201d \u201cDomain Admin,\u201d \u201cDomain Privacy Service FBO Registrant,\u201d \u201cContact Privacy Inc. Customer xyzxyzxyz,\u201d and more. After thanking us for the feedback, ICANN has taken no visible action against any of the domains we\u2019d cited, and none have been updated with the format being demanded of DreamHost.<\/p>\n\n\n\n<p>A small percentage of our customers will receive a new RAA domain verification email with a link to click to confirm the change. If you receive one of these emails, remember to follow its directions to <a href=\"https:\/\/help.dreamhost.com\/hc\/en-us\/articles\/217083957-Domain-verification-policy\">verify your contact information.<\/a><\/p>\n\n\n\n<p>While we happen to have gotten on someone\u2019s bad side this week, it\u2019s possible that changes are in store for other registrars in the near future, too.<\/p>\n\n\n\n<p>By making these changes on our end, our customers should be able to continue living a life of peace and comfort, un-harassed in the real world by crazies from the internet who choose to take issue with their choice of domain name or website content.<\/p>\n\n\n\n<p>I mean\u2026 we had to set up a whole new <em>company<\/em> just to keep our customers\u2019 contact information private. Did you miss that part?
